Rules of Procedure

of  the Consultative Council at the

Committee for Foreign Policy and European Integration

 

1.1. The Consultative Council at the Committee for Foreign Policy and European Integration (hereinafter the Council) is created for the purpose of promotion of an open dialogue with civil society regarding to co-operation for implementing EU/Moldova bilateral agreements, as well as defining and identifying solutions for other foreign policy problems.

 

II. Consultative Council activity organisation

                2.1. The Council is formed by civil society representatives – public organisations, other non-governmental organisations, preoccupied in their activity by European Integration and Foreign Policy problems of the Republic of Moldova and includes 15 persons,

                2.2. The list of organisations-members of the Council is established by the decision of the Committee for Foreign Policy and European Integration (hereinafter the Committee). By the Committee’s decision, list of members can be modified. The members expulsed will be informed about the causes of their expulsion.

                2.3. The list of the Council members is formed on proposal of identified and accepted organisations, that delegate their representatives to the Council and is modified on written proposal of the respective organisation.

                2.4. Ordinary meeting of the Council usually take place in the Parliament, once in four months, according to a schedule approved by the Committee. At the Council’s meeting may participate persons invited by the Committee’s decision.

                2.5. The meetings are presided by the Committee President or by one of Deputy Presidents. The meetings are deliberative in the presence of the majority of the Council members.

                2.6. In exercising of its functions, the Council adopts recommendations in problems of its reference.

 

 

III. The Council Terms of Reference.

                3.1. The reference of the Council is to formulate recommendations regarding to the realisation of European Integration process and to other subjects discussed during the Council meeting, at Committee request or at Council’s members initiative.

                3.2. The Council can initiate the organisation of meetings, round tables, other manifestations.

                3.3. The Activity of the Council is:

- to study and analyse problems regarding to the realisation of the European Integration process or other subjects raised for discussion.

- to examine and express its opinion, officially or at a request, regarding the compatibility of some draft normative and legislative acts dealing with Foreign Policy and European Integration with national legislation and rules of international law

- to offer consultations to the Committee members in the above mentioned areas.

 

 

 

IV. The Consultative Council Rights and Obligations

                               

                4.1. In carrying out their goals and functions the Consultative Council and its members have right to:

- Participate at the meetings of the Committee for Foreign Policy and European Integration with approval of its members;

- Get acquainted, with approval of Committee’s President, with some Committee’ work documents as well as referred documents deposited in Parliament’s archives, in accordance with established rules of access and using;

- Study draft legislative and normative acts in Foreign Policy area;

- Express a separate opinion, which is attached to the Council’ meeting minutes;

- Exercise other rights in order to execute its functions, according to this Rules of Procedure.

                4.2. Council’s members are obliged to keep confidentiality of information that they are allowed for and of decisions made, if those are confidential or restricted to access. Official statements about Council’s activity are made public by the Committee President or persons named by the Council.

 

 

V. Final provisions

5.1. Technical and material support of the Council is assured by the Committee for Foreign Policy and Europe Integration. Secretariat works of the Council are executed by the Committee’s secretariat.

5.2. Members of the Council and delegating organisations can contribute with their own resources to the technical and material support and improving of the Council’s activity.
